Response to parliamentary question on age based eligibility criteria for SG Culture Pass and Curiosity Credits
*3061. Mr Abdul Muhaimin Abdul Malik: To ask the Minister for Culture, Community and Youth (a) why are Singapore Citizens born in 2008 ineligible for both the SG Culture Pass and Curiosity Credits despite narrowly missing the cut-off age for the respective schemes; and (b) whether the Ministry will consider extending these schemes to this cohort.
Response:
The SG Culture Pass and Curiosity Credits are separate initiatives with different objectives and target groups.
The SG Culture Pass was introduced as an SG60 initiative. Singapore Citizens who were aged 18 and above in 2025 received $100 in credits, which can be used until the end of 2028. It was not designed as an annual credit allocation.
Curiosity Credits will be piloted with youths aged 13 to 17 receiving support from the Self-Help Groups, to empower them with additional means to explore new interests and hobbies. We will learn from the implementation of the pilot before deciding whether and how to scale the programme.
There are many opportunities for young Singaporeans to explore their interests. For arts, primary to post-secondary students, including those in junior colleges and Institute of Technical Education, have access to structured arts exposure through programmes such as the Arts Education Programme and Artist-in-School Scheme. Through the SG Youth Plan, there are also opportunities listed on the National Youth Council’s Discover portal for youths aged 15 to 35 to explore their interests in the arts, sports, wellness, culture, and technology.
