Memorandum of Understanding signed to strengthen cooperation and knowledge sharing in anti-doping across both countries
6 October 2026 – On 5 October 2026, Anti-Doping Singapore (ADS) and the China Anti-Doping Agency (CHINADA) signed a three-year Memorandum of Understanding (MOU) to strengthen cooperation and knowledge sharing in anti-doping across both countries.
The MOU provides a framework for both agencies to deepen exchanges and explore opportunities to work together across five key areas: anti-doping education, doping control, capability development, intelligence and investigations, and Therapeutic Use Exemption (TUE)1. Through these exchanges, both agencies can share knowledge, experiences and practices to strengthen their respective anti-doping capabilities.
Under the MOU, both agencies will explore opportunities to exchange and develop anti-doping educational content and materials. ADS and CHINADA will also share expertise and best practices in intelligence and investigations, as well as knowledge and practices related to TUE.
In doping control, both agencies will share their experiences in developing Testing Distribution Plans2 and may conduct reciprocal testing on athletes under their respective jurisdictions when these athletes are in Singapore or China, subject to applicable laws and guidelines.
The MOU will also facilitate capability development and knowledge exchange among personnel from both agencies. This may include training workshops, study visits and webinars to strengthen their capabilities and foster the exchange of knowledge and practices.
1 Therapeutic Use Exemption (TUE) allows an athlete with a medication condition to use a prohibited substance or prohibited method, but only if the conditions set out in the Code and the International
Standard for TUEs (ISTUE)are met. Athlete is required to submit a TUE application, and it is subject to the TUE Committee’s review in accordance with the Code and the ISTUE.
2Testing Distribution Plan is a document used in sport anti-doping programmes to outline the testing protocol to be conducted on athletes.
