Memorandum of Understanding signed to deepen cooperation and strengthen anti-doping capabilities across both countries
4 November 2026 – On 2 November 2026, Anti-Doping Singapore (ADS) and Japan Anti-Doping Agency (JADA) signed a three-year Memorandum of Understanding (MOU) to deepen cooperation and strengthen anti-doping capabilities across both countries.
The MOU provides a framework for both agencies to deepen exchanges and explore opportunities to work together across five key areas: training of Sample Collection Personnel (SCP), doping control, capability development, intelligence and investigations, and anti-doping education. The partnership will enable both agencies to exchange knowledge, expertise and practices to strengthen the capabilities of personnel involved in anti-doping work.
Under the MOU, ADS and JADA will explore sharing expertise and best practices in training, competency development and accreditation of SCP consisting of blood collection officers, chaperones and doping control officers (DCOs). Both agencies will also look to jointly develop and conduct train-the-trainer initiatives to strengthen the capabilities of personnel involved in training and mentoring SCP.
In doping control, both agencies will explore opportunities for DCOs to participate in exchanges and support doping control operations at competitions held in Singapore and Japan. Where feasible, they will also share experiences and best practices in testing distribution planning1, as well as lessons learnt from supporting anti-doping operations at major sports events.
The MOU will also facilitate capability development and knowledge exchange among personnel from both agencies through staff exchanges, training workshops, study visits and webinars to strengthen their capabilities and foster the exchange of knowledge and practices. ADS and JADA will also explore opportunities to exchange and develop anti-doping educational content and materials, and share expertise and best practices in intelligence and investigations.
Mr Teo Ser Luck, Chairperson of Anti-Doping Singapore Governing Board, Anti-Doping Singapore, said: “Building strong partnerships with other national anti-doping organisations is an important part of Anti-Doping Singapore’s efforts to keep our anti-doping practices robust and responsive. This partnership with the Japan Anti-Doping Agency will allow both organisations to draw on practical expertise in areas such as personnel training and doping control operations. By learning from one another’s experiences and practices, it will help us strengthen professional standards and better equip our personnel to meet the evolving demands of anti-doping work.”
Dr Yoko Tanabe, Chair of Japan Anti-Doping Agency, said: “The Japan Anti-Doping Agency is delighted to formalise and further strengthen its longstanding relationship with Anti-Doping Singapore through this Memorandum of Understanding. ADS has been one of JADA’s most trusted partners in Asia, and our collaboration over many years has fostered mutual learning, capacity development, and stronger anti-doping cooperation between our organisations. This agreement reflects the strong relationship that our organisations have built over many years. We look forward to further strengthening our partnership and contributing together to the advancement of anti-doping efforts across Asia.”
1Testing distribution planning refers to the process of developing a Testing Distribution Plan, a document used in sport anti-doping programmes to outline the testing protocol to be conducted on athletes.
