Charity Council announces 10th term council members

20 February 2026 (Singapore) – The Charity Council today announced the composition of its members for the 10th term, which will serve from 1 March 2026 to 28 February 2029. Ms Theresa Goh will continue as Chairperson for a second term, leading a Council comprising both returning and newly appointed members with diverse expertise across the public, private and social sectors.
Continuity in Leadership
Ms Theresa Goh, Managing Founder of 360 Dynamics, will continue in her role as Chairperson of the Charity Council for a second term. Since taking on the role in March 2023, Ms Goh has provided steady and thoughtful leadership in advancing good governance and transparency across Singapore’s charity sector. Under her stewardship, the Council has strengthened public trust in charities through the promotion of sound governance practices and sector-wide initiatives that support accountability and resilience.
Renewal of Council Composition
As part of the Council’s renewal, four members will be retiring at the end of the ninth term. The Ministry of Culture, Community and Youth expresses its sincere appreciation to the following outgoing members for their dedicated service and contributions:
Mr Abdul Hamid, Retired – 5 years of service
Mr Ang Hao Yao, Private Investor – 5 years of service
Ms Peggy Sarah Yee May Kuen, Managing Director, PY Legal LLC – 7 years of service
Mr Yap Chee Meng, Independent Director, Suntec REIT – 5 years of service
The 10th term will welcome four new members who bring fresh perspectives and valuable experience to the council:
Mr Arthur Lang, Group Chief Financial Officer, Singtel
Mr Dickson Lim, Lead, Philanthropy Advisory, Temasek Trust
Mr Tan Kwang Cheak, Chief Executive Officer, Singapore Cancer Society
Mdm Zuraidah Abdullah, Non-resident ambassador to Oman

Recognition of Contributions
Mr David Neo, Acting Minister for Culture, Community and Youth & Senior Minister of State for Education said: “I am pleased that Ms Theresa Goh will continue to lead the Charity Council for another term.
