Commissioner Of Charities institutes inquiry into the Animal Lovers League

The Commissioner of Charities (“COC”) has instituted an inquiry into the Animal Lovers League (“ALL”) under section 10 of the Charities Act 1994 (“the Act”).

  • In December 2025, the COC shared that he has been looking into the governance and administration of ALL, following feedback received. In addition, ALL has not complied with the Act, including the persistent non-submission of Annual Reports required under section 14 and failure to comply with orders issued by the COC under section 44(1), which required the governing board members to furnish specified documents and information relating to the charity.  Therefore, the Office of the COC has decided to conduct an inquiry into ALL to look into the feedback comprehensively.

  • In parallel, the Animal & Veterinary Service is working with stakeholders to develop a long-term plan for the care and rehoming of the animals under ALL.
