The Registrar of Muslim Marriages, Ustaz Nor Razak Bin Bakar, will be stepping down on 31 January 2026. Ustaz Syakir Bin Pasuni will assume the appointment of Registrar of Muslim Marriages from 1 February 2026.
27 January 2026 – The Registrar of Muslim Marriages, Ustaz Nor Razak Bin Bakar, will be stepping down on 31 January 2026. Ustaz Syakir Bin Pasuni will assume the appointment of Registrar of Muslim Marriages from 1 February 2026.
Ustaz Nor Razak Bin Bakar was appointed as the fourth Registrar of Muslim Marriages in October 2019. During his tenure at the Registry of Muslim Marriages (ROMM), Ustaz Nor Razak Bin Bakar made significant contributions towards building strong Muslim marriages. Under his leadership, ROMM successfully established Bersamamu (“With You”) into a trusted flagship programme for Muslim couples. Launched in July 2019, Bersamamu supports Muslim couples through pre-marriage guidance and further support in the first two years of their marriage by their Kadi or Naib Kadi. The programme has benefitted more than 36,000 Muslim couples to date. Ustaz Nor Razak also spearheaded Bersamamu’s expansion through a strategic collaboration with PERGAS Solace Care in August 2023, strengthening support for female spouses through guidance and counselling by female Asatizah. Ustaz Nor Razak will continue to contribute to the Muslim community as Chairman of the Asatizah Recognition Board.
Incoming Registrar Ustaz Syakir Bin Pasuni brings extensive experience to his role, having joined ROMM as Kadi and Deputy Registrar in March 2018. He has over 18 years of experience across the faith-based sector and public service. Before joining ROMM, he served as a Naib Kadi for nine years. Ustaz Syakir has been instrumental in conceptualising the structure of the Bersamamu programme. Throughout his tenure at ROMM, Ustaz Syakir has played a key role in strengthening the professional capabilities of Kadi and Naib Kadi, including the establishment of a regular Community of Practice platform to enhance knowledge-sharing and continuous improvement. To ensure seamless continuity in ROMM's operations and initiatives, he has been working closely with the current Registrar during this transition period.
Associate Professor Muhammad Faishal Ibrahim, Acting Minister-in-Charge of Muslim Affairs said, “ROMM is a key institution under the Administration of Muslim Law Act (AMLA), with the Registrar playing a central role in building strong partnerships that underpin strong and stable marriages. Ustaz Nor Razak has played an instrumental role in enhancing marriage support by galvanising Kadi and Naib Kadi to provide sustained guidance to couples beyond solemnisation. I thank Ustaz Nor Razak for his unwavering dedication and contributions during his 26 years of service with ROMM. I look forward to working closely with Ustaz Syakir Pasuni as we continue to strengthen support for Muslim families in Singapore.”
