Mr Low Eng Teong Takes Over as New Chief Executive Officer of National Arts Council from 1 Mar 2023

Mr Low Eng Teong will succeed Mrs Rosa Huey Daniel, who will step down on the same day.

  1. Feb 2023 (Singapore) – Mr Low Eng Teong will be appointed as Chief Executive Officer of National Arts Council (NAC) on 1 March 2023. He succeeds Mrs Rosa Huey Daniel, who will step down on the same day.

  1. Mrs Daniel joined NAC as CEO in 2017, and served as MCCY’s Deputy Secretary (Culture) from 2012 to 2021.

  2. NAC has made big strides under Mrs Daniel’s leadership, and has evolved to play a more strategic role as architect and facilitator for Singapore’s culture sector. Mrs Daniel led the launch of Our SG Arts Plan (2018 – 2022), an important milestone which shaped the policies and initiatives for the arts sector. During this period, NAC built diverse capabilities, increased sector-wide support for freelance arts professionals, and brought Singapore’s arts and artists to international platforms. She also led NAC’s efforts to step up engagement with the local arts community, and the national cultural institutions. During the COVID-19 pandemic, Mrs Daniel played an instrumental role in NAC’s response to support the arts and culture sector. Numerous arts and culture organisations and self-employed persons were supported under the $75M Arts and Culture Resilience Package (ACRP).

  3. For her contributions to Singapore’s Art and Culture Sectors and the public service, Mrs Daniel received the 2018 Public Administrative Medal (Gold). She was also conferred the rank of Officer of the Order of the Arts and Literature by the Minister of Culture of the French Republic in 2019.

Incoming Chief Executive Officer Mr Low Eng Teong

  1. As the Deputy CEO (Sector Development) at NAC, Mr Low drove the development of the arts sectoral masterplan. He led major initiatives to deliver critical support to stakeholders during the COVID-19 pandemic, such as pivoting to digital and blended programmes in arts education and festivals, which extended the reach of Singapore Art Week, Singapore International Festival of Arts and Singapore Writers Festival. Mr Low has held various roles at NAC, and oversaw functions such as strategy development, grants management, skills and capability development, as well as the promotion of the arts.

  2. Prior to NAC, Mr Low was an art teacher and curriculum specialist with the Ministry of Education, and later the Principal of Victoria School. He has over 27 years’ experience in the public sector, and received the Public Administration Medal (Silver) in 2022.
