Response to parliamentary question on redemption rates for SG Culture Pass
683. Mr Ng Shi Xuan: To ask the Acting Minister for Culture, Community and Youth (a) what are the redemption rates of the SG Culture Pass across different age groups to date; (b) which categories were most and least popular across Heritage, Visual Arts, Theatre, Music, Dance, Films and Literary Arts; (c) how many events recorded zero pass redemptions; and (d) how does the Ministry plan to increase redemption rates going forward.
Response:
As of 1 Jan 2026, over 1.1M Singaporeans have registered for the scheme. Almost $10M credits have been utilised by more than 136,000 Singaporeans, with over 46,000 Singaporeans having spent their $100 credits. Youth participation is strong, with youths (18 – 35 years) accounting for half of the credit usage, whilst adults (36 – 54 yrs) represent 33% and seniors 17% of users. Encouragingly, 9 in 10 credit users express willingness to engage with cultural offerings beyond the Culture Pass programme.
Credit utilisation varies across programme categories, with live events commanding the largest share at 42%, followed by workshops at 23%. Tours and talks account for 16% of usage, whilst festivals represent 11% and exhibitions 8%.
As of 1 Jan 2026, only 33 out of 742 events recorded zero pass redemptions.
To encourage Singapore Citizens to support Singapore’s arts and heritage programmes, MCCY will continue add to the list of Culture Pass programmes. We have also broadened the scheme to support the purchase of Sing Lit books (1 Mar 2026) and local film screenings (7 Nov 2025), which would offer more choices to citizens and support our local authors and filmmakers. In addition, MCCY has been partnering National Youth Council, the People’s Association, the Agency for Integrated Care and other community partners to outreach and raise awareness of the Culture Pass and promote participation.
