Response to parliamentary question on SG Culture Pass uptake and preferences among seniors

Ms Valerie Lee: To ask the Minister for Culture, Community and Youth (a) what are the Ministry’s insights after analysing the profile and preferences of seniors who have yet to utilise their SG Culture Pass credits; and (b) whether the Ministry will review the range of eligible cultural activities and products to better reflect how different generations, including seniors, engage with and appreciate Singapore’s arts and heritage.
Response:
MCCY’s engagements with seniors and community partners suggest that barriers include digital literacy, transport and mobility challenges, as well as a need for encouragement and companionship. Some seniors also prefer to participate through organised outings with friends and peers.
We have been working with Active Ageing Centres, Community Clubs and nursing homes to organise group outings, where community partners help seniors identify suitable events, assist seniors in redeeming their SG Culture Pass credits, and plan the outings.
Building on these efforts, MCCY will pilot the Group-Assist Portal with partners including Lions Befrienders and Care Corner Seniors Services from mid-October 2026. The Portal will make it easier for more community partners to organise group outings and assist even more seniors in using their Culture Pass credits.
