The People's Association plans and develops Community Clubs to serve residents

6714. Ms Hazel Poa: To ask the Minister for Culture, Community and Youth whether it is the People's Association or its Grassroots Advisers that decide which community club is assigned to a constituency if no community club exists within the boundaries of that constituency.

1. The People's Association (PA)'s mission is to foster social cohesion. It does this through a wide range of programmes, some of which take place at shared community spaces, such as our Community Clubs (CCs), for residents to bond and connect. 

2. The PA plans for each CC to serve approximately 15,000 households or 50,000 residents, as an approximate guide.  Where there is no CC within a constituency boundary, PA will assess and decide on suitable alternative arrangements to enable residents to be served by suitable common spaces for social and other activities. This is done in consultation with Grassroots Advisers and Grassroots Leaders, as well as other government agencies and partners, to decide on the arrangement, taking into account a variety of factors.
