Sports Facilities Master Plan

Sports infrastructure lays the foundation for sports in Singapore and serves as a common space for people to interact, build community ties and rally around Team Singapore

The Sports Facilities Master Plan (SFMP) is a key initiative by Sport Singapore, formerly known as the Singapore Sports Council (SSC), under Vision 2030, to provide the community with greater access to a wider range of sports facilities and to enable Singaporeans to live better through sports. An estimated S$1.5 billion will be set aside for the implementation of the first phase of the SFMP.



Spotlight: Major changes in Singapore sporting landscape to take place soon

  • Tier 1 - National
    Tier 1 consists of the Singapore Sports Hub.

    The Sports Hub is an integrated lifestyle hub, providing an ecosystem for:
    • Hosting of world-class sports events;
    • Training of national athletes;
    • Community participation; and
    • Support for a thriving sports ecosystem.
  • Tier 2 - Regional
    Tier 2 consists of Regional Sports Centres (RSCs), which will be progressively developed in each planning region by 2030.

    The RSCs will offer a wider range of competitive sports and events. They will also serve as focal points for sports programmes, activities and events and as key nodes for ActiveSG.

    In the first phase of SFMP, a new RSC was opened at Our Tampines Hub in 2017. There will also be a new RSC at Punggol, which will be integrated with Punggol’s waterways and adjoin a SAFRA clubhouse.
  • Tier 3 - Town
    Tier 3 consists of Town Sports Centres (TSCs), which will provide vibrant sporting and recreational spaces for residents in the HDB towns.

    TSCs will be supplemented by the redevelopment of current standalone facilities into innovative Town Play Fields (TPFs).

    These TSRCs will typically have:
    • An indoor sports hall;
    • Swimming complex;
    • Gymnasium; and
    • may include tennis and futsal courts.

    In comparison with existing sports centres, TSCs will include facilities that are clustered together, offering attractive features such as interactive water pools to better serve as a social and recreational space for residents.

    In the first phase of the SFMP, residents can expect a new TSC at the Sembawang Sports and Community Hub that brings together sporting and community facilities to offer more vibrancy and greater convenience to residents. Ang Mo Kio Swimming Complex will also be redeveloped into a Wet Town Play Field. We will study the possibility of introducing new features, such as an adventure sports pool with a floating playground.
  • Tier 4 - Neighbourhood
    New playing spaces will be developed in HDB neighbourhoods under the Sports-in-Precinct programme. In addition, more school facilities will be made available to the public.

    Under the new Sports-in-Precinct programme, we will create new spaces and facilities in the neighbourhood for sports and recreation, featuring sheltered playing areas and multi-use courts, to cater to all ages.
