Fund-raising

The COC’s regulatory regime for fund-raising appeals aims to encourage transparency and accountability of fund-raisers. This is to safeguard public interest and trust, so that the public can continue to support charitable causes with confidence.

All charitable fund-raising appeals conducted in Singapore for charitable, benevolent or philanthropic purpose, including those for local or foreign overseas charitable purposes are regulated.

Fund-raisers are expected to provide clear and accurate information to donors, maintain proper records as well as manage and use donation monies collected responsibly. In addition, fund-raisers wishing to conduct appeals for foreign charitable purposes must first obtain a permit from the COC to do so. 

In addition to the above, there are different requirements depending on who carries out the appeal (charity, individual or other entity), what the appeal is for (e.g. for a local or foreign charitable purpose), and how it is carried out.
